Thales to Upgrade the Philippines’ Air Traffic Management System

Thales has secured a contract to modernize the Philippine Air Traffic Management (ATM) system as part of the Civil Aviation Authority of the Philippines’ (CAAP) strategic aviation modernization program. The project aims to upgrade the country’s air traffic infrastructure, improving operational safety, efficiency, and resilience as air traffic demand continues to grow across the region.

Under the agreement, Thales will enhance the existing ATM infrastructure by upgrading both hardware and software systems, while introducing advanced functionalities including enhanced cybersecurity capabilities. These improvements are designed to protect the system against evolving digital threats and ensure reliable operations for the Philippine aviation network.

A key component of the modernization program is the implementation of a Disaster Recovery System (DRS). This backup system will ensure operational continuity in the event of a primary system failure, enabling critical air traffic operations to continue without disruption. The addition of this capability strengthens the resilience of the country’s aviation infrastructure and ensures alignment with global safety standards.

The project will significantly improve the management of Philippine airspace and support the growing number of flights operating in the region. Once completed, the upgraded system will comply with International Civil Aviation Organization (ICAO) standards, delivering a modern air traffic management platform capable of handling increasing traffic volumes safely and efficiently.

The first phase of the program will focus on strengthening operational continuity and enhancing the safety of the national airspace. Following the completion of all upgrade phases, expected by early 2027, the Civil Aviation Authority of the Philippines will operate a fully modernized, state-of-the-art air traffic management system aligned with the latest global technological standards.

Officials from CAAP emphasized that the modernization initiative is a critical step in preparing the country’s aviation infrastructure for future growth. By investing in advanced digital technologies and resilient systems, the Philippines aims to ensure safe and efficient air traffic operations as regional connectivity continues to expand.

Thales noted that the project reflects its continued commitment to supporting aviation modernization initiatives worldwide. Through its airspace mobility solutions, the company aims to enhance operational safety, efficiency, and long-term sustainability for aviation systems in rapidly growing markets.
